The Chair opened the hearing on SB9.
Assistant Revisor Adam Siebers explained that the bill extends the deadline from 30 to 90 days for when a land surveyor is required to file a reference report with the Secretary of the State Historical Society and the county surveyor (Attachment 1).
Speaking as a proponent for the bill, William Haverkamp, Professional Surveyor, Kansas Society of Land Surveyors, explained that the time extension will give surveyors more time when their work extends for miles (Attachment 2). He commented that the establishing of physical markers leaves a record for the next generation. Responding to questions, he replied that, in the early days of surveying, a monument marker was needed to establish a location and that the 1982 statute originated before the use of current location technology. Changes will slowly employ newer GPS technology.
Brad Parker, Executive Director, Board of Technical Professions, testified as a proponent. He said the bill will make land surveyors more efficient and effective, allowing them to balance their workflow on today's large-scale surveying projects (Attachment 3).
The Chair noted written-only proponent testimony from Scott Heidner, Executive Director, American Council of Engineering Companies of Kansas (Attachment 4).
