Minutes for HB2043 - Committee on Insurance

Short Title

Requiring agents and insurers to respond to inquiries from the commissioner of insurance within 14 calendar days and authorizing certain rebate pilot programs to exceed one year in duration.

The hearing on HB2043 was opened by the Chair.   Assistant Revisor Ma briefed the committee on the contents of the bill and stood for questions.(Attachment 3)  Eric Turek, Director of Government Affairs, Kansas Department of Insurance and Marlee Carpenter (written only), Kansas Association of Property and Casualty Insurance Companies, provided testimony in support of this bill. (Attachment 4) (Attachment 5) Agencies are subject to fines and penalties for non-compliance to respond to complaint inquiries from the commissioner.  Currently, they have 15 business days to respond to complaint inquiries; requesting a change to 14 calendar days.    It was disclosed the Insurance Departments web-site received as many as 3600 complaints during 2024.  There were no neutrals or opponents present.   Seeing no more questions for the conferee, the Chair closed the hearing on HB2043.
