Revisor Jason Long gave a brief overview of the bill ((Attachment 21). He explained that this bill would impose a five year expiration on all improvement districts and community improvement districts if no improvements are carried out within the five-year period.

Mark Tomb, Kansas Association of Realtors testified as neutral for the bill (Attachment 23). He urged committee members to consider changes that improve the transparency and flexibility of utilizing improvement districts.

Final action on: HB2493 - Requiring rural water districts to award certain contracts through a public letting process.
