Senator Titus distributed and explained a balloon amendment.  (Attachment 1)

Senator Titus moved, Senator Ryckman seconded, to adopt the proposed amendment.

Discussion followed.

Chairperson Bowers moved, Senator Clifford seconded, to recommend HB2539 as amended, favorably for passage.  Motion carried.
