Chairperson Bowers opened final action on HB2571.  Jason Long, staff revisor, reviewed the bill.

After discussion, no motions were made.

Chairperson Bowers stated she would like the parties to meet to discuss this bill further and return with a proposal next year.

Chairperson Bowers moved to strike the contents of HB2571 and insert the contents of SB436 as amended by Committee on February 12 and renamed as Senate Substitute for HB2571.

Mr. Long distributed SB436 and reviewed the bill.  (Attachment 1)

Senator Clifford seconded the motion.  Motion carried.

Chairperson Bowers moved, Senator Bowser seconded, to recommend Senate Substitute for HB2571 favorably for passage.  Motion carried.
