Kathleen Smith, Kansas Department of Revenue, provided an overview on the fiscal note for HB2797 that would allow retailers to round the final transaction to the nearest nickel for cash transactions unless the exact amount of change can be provided. Ms Smith noted the proposed legislation will provide the guidance that many businesses are requesting in order to handle the cash transactions.  Establishing a standard method for penny rounding is important to ensure that the system operates fairly and consistently throughout the state.
