Vice Chair Schmoe opened the final action on SB391.

Mike Heim, Office of Revisor of Statutes, gave a briefing on the bill.  Prohibiting cities and counties from adopting or enforcing any ordinance or resolution that requires landlords to lease housing to tenants receiving financial assistance from or through the housing choice voucher program or any other housing assistance program or that otherwise restricts a landlord's ability to consider the income source of a prospective tenant.

An amendment (Attachment 7) was presented by Representative Mosley. Representative Mosley explained the amendment.

Representative Mosley moved, seconded by Representative Meyer, to pass the amendment. Motion failed.

Representative Mosley and Representative Meyer requested their yes votes be recorded. 

Chair Kessler requested an amendment (Attachment 8) to refrain from allowing landlords to exclude tenants based solely on Veteran Benefits.

Representative Kessler moved, Representative Bergkamp seconded to pass the amendment. Motion carried.

Chair Kessler moved, Representative Bergkamp seconded to pass SB391 as amended favorably. Motion carried.

Representative Mosley and Representative Meyer requested their no votes be recorded.
