Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions. (Attachment 26)

Steve Karrer, General Counsel, Kansas Department of Insurance, provided testimony in support of the bill.  He said the bill does not prevent a criminal case from being pursued, it is designed to be an additional tool to combat current cases and deter future instances of insurance fraud.  (Attachment 27)

Brent Walker, Coalition Against Insurance Fraud, testified in support of the bill.  He states this bill is a critical consumer protection measure strengthening Kansas' ability to deter, detect, and penalize insurance fraud. (Attachment 28)

Adam Eathington, Director, Strategy, Policy and Government Affairs, National Insurance Crime Bureau, testified in support of the bill.  He stated by establishing a civil action pathway with a preponderance of the evidence burden of proof, this will allow the Kansas Insurance Department to aggressively pursue cases. (Attachment 29)
