Sara Hortenstine, Division Chief, Youth Services Division, Office of Attorney General, provided testimony opposing this bill on behalf of the State Child Death Review Board (SCDRB)  She stated since enactment, the SCDRB has made no disclosures to any city or county under subsection (6)(A), as ongoing legal and confidentiality concerns have prevented implementation, rendering the provision effectively unusable.  (Attachment 14)
