Chairperson Dietrich opened the hearing on HB 2591. Revisor Eileen Ma gave an overview of the bill. (Attachment 1)

Emily Beam on behalf of the Kansas Credit Union Association testified in favor of the bill. (Attachment 2) She stated that the bill incorporates two key tools for financial institutions to utilize in suspected cases of fraud. One is the establishment of a trusted contact program and the other is allowing for a temporary delay of a transaction for up to 10 days in suspicious cases.

Kelly VanZwoll spoke as a proponent of the bill. (Attachment 3) She mentioned that privacy laws prevent financial institutions from contacting family members when fraud is suspected. This voluntary trusted contact program gives the bank that permission.
