Senator Kenny Titus, State of Kansas 18th District, provided testimony in support of the bill. He stated he believes it is important to provide our law enforcement and first responders with the tools they need to make sure the World Cup events are safe and secure. He stated this bill modernizes the Kansas Emergency Management Act to allow for the needed security and coordination while limiting the other powers available to the Governor. (Attachment 20)
Lt. Col.Keith Marshall, The Adjutant General's Department, testified in support of the bill. He states the bill creates a meaningful new tool for planned events, allows emergency management functions to occur at necessary levels, and the Governor retains the ability to declare a disaster if conditions deteriorate. (Attachment 21)
