Dwight Carswell, Deputy Solicitor General, Office of the Attorney General, provided testimony as a proponent to the bill.  He states delays in the issuance of court decisione create tangible harms.  By highlighting cases pending beyond six months, this bill provides stakeholders with visibility to monitor progress and question delays if they exist.   (Attachment 18)
