Chairperson Petersen opened the Hearing on HB2522. Adam Siebers gave an explanation of the bill. (Attachment 5) He answered questions from the committee.

Michael White, KCA, testified as a proponent for HB2522. (Attachment 6) He stated that HB2522 updates lighting on construction and maintenance vehicles by allowing use of amber, white and green lights in work zones. HB2522 would also allow the use of white and blue lights in night work zones with the following restrictions: workers must be present in the work zone and the white and blue lights may only be used on stationary trailers at the start of a work zone. He answered questions from committee members.

Kevin Shelton gave testimony is support of HB2522. (Attachment 7) He said that HB2522 would provide clarity and improve flexibility for lighting equipment on highway construction and maintenance vehicles in active work zones. 

Colin Solsberg spoke in support of HB2522 by stating that it represents a meaningful step forward by modernizing the allowable light used on construction and maintenance vehicles. (Attachment 8) These updates align with current work zone safety needs and reflect how motorists respond to visual cues in low-light conditions. 

Joel Skelley gave proponent testimony. (Attachment 9) In his testimony he said that current law allows for only amber and white lights to be displayed on construction and maintenance vehicles. The addition of green as an allowable light color to be displayed on construction vehicles will help differentiate them as vehicles working in the construction zone from other service vehicles. KDOT understands that blue lights are typically reserved for law enforcement vehicles and looks forward to working with construction and safety partners to keep work zones safe.
