Chairperson Billinger opened the hearing on HB 2237. David Wiese, Office of the Revisor of Statutes, provided an overview of the bill and responded to questions from Committee members.  (Attachment 1)

Secretary Adam Proffitt, Department of Administration, testified as a proponent of the bill. There was a proviso added last year that allowed for bonuses but that will expire at the end of the fiscal year so this bill is needed to continue the program. This adds to the toolbox for recruiting and retention and allows the state to be more competitive. There are reviews and safeguards in place and any bonuses above $3,500 must be reviewed by himself and the governor. Secretary Proffitt responded to questions from Committee members.  (Attachment 2)

Ashley Byram, Superintendent of Osawatomie State Hospital, spoke in support of the bill on behalf of herself and Lindsey Topps, Superintendent of Larned State Hospital. The bonuses have helped with recruiting and retention and are about more than money--they also indicate that hard work is appreciated. Ms. Byram responded to questions from Committee members.  (Attachment 3)
