Chip Root, Cherokee County Undersheriff, testified in support of the bill.  He stated this bill closes an unintended loophole.  It does not cover instances where a volunteer, or other contract person could be held responsible for offenses against a student, even though their primary duties are working day to day in a school with access to children.  (Attachment 8)

Ed Klumpp, KS Sheriffs Assoc.; KS Assoc. of Chiefs of Police; KS Peace Officers Assoc., provided testimony in support of the bill.  This bill makes it clear people who are employees, contractors, or a person assigned to the school can be charges with the crime of unlawful sexual relations.  Currently, the law only applies to employees of the school.  (Attachment 9)
