Chairperson Bowers opened the hearing on HB2603.  Charles Reimer, staff revisor, provided a briefing on the bill and addressed questions from the Committee.

Derrick Thomas testified in support of HB2603.  Mr. Thomas stated that battery charge security fences provide a monitored perimeter security alarm for businesses located on commercial manufacturing industrial sites.  Mr. Thomas explained this bill would set uniform, consistent installation, operational, and permitting requirements for battery charge security fences and regulate it for what it is, a security alarm system.  (Attachment 1)

Mr. Thomas and Mr. Reimer responded to questions from the Committee.
