The Chair opened the hearing on SB445. 

Chris Waggoner gave to the committee and overview of the bill.   This included a review  at the fiscal note and the supplemental notes attached with the bill.(Attachment 1)

Bob Stuart provided the committee with proponent testimony in that the bill would provide assurance requiring temporary personnel and other funeral personnel would be made available upon the request to the Law Enforcement Officers Memorial Advisory Committee. (Attachment 2)  

Colonel Erik Smith gave proponent testimony to the committee for this bill advocating for the temporary assistance and support of law enforcement agencies by providing  support to the family and  events surrounding a fallen officer in the line of duty.  (Attachment 3)

Ed Klumpp, speaking for Sheriff Jeff Easter, Kansas Sheriffs' Association Legislative Chair, gave proponent testimony to the committee in favor of the bill as it allows for any Kansas law enforcement agency to request from the Memorial Advisory Committee for the assistance from the superintendent of the Kansas Highway Patrol or the Director of the Kansas Bureau of Investigation to temporarily assign personnel to assist with a funeral service supporting a fallen law enforcement officer.   (Attachment 4)

Don Scheibler  provided proponent testimony to the committee stating the specific instance of Hays Police Department Sergeant Scott Heimann who was shot and killed in the line of duty and the support and resources that followed from the Line of Duty Death (LODD) team that quickly coordinated and organized plans for the funeral services that followed. (Attachment 5)

Written only proponent testimony was provided to the committee by Amanda Wood, president, Kasnas State Lodge Fraternal Order Of Police. (Attachment 6)
