Chairman Peck gave proponent testimony on the bill. (Attachment 2) Passage of the bill will provide certainty to the KDW&P by pausing any reorganization, restructuring, reclassification or consolidation within the agency without approval of the Legislature.

Christopher Kennedy, Secretary, Kansas Department of Wildlife and Parks (KDW&P) provided neutral testimony on the bill.(Attachment 3) He said, besides being unnecessary, the bill has specific issues. If it were to become law, he would be prohibited from reclassifying any employment position within the department.
