Proponents, In Person:

Dr Cris Fanning, Executive Director of Programs and Risk Reduction Kansas Department of Corrections, provided testimony in support of the bill.  She states that by focusing on preparation rather than reaction, this bill aligns with the broader goals of strengthening public safety while promoting accountability and self-sufficiency.  (Attachment 6)

Logan DeMond, Director of Policy and Research, ACLU Kansas, provides support of the bill.  He stated this bill aligns Kansas with best practices in reentry policy as seen at the federal level and in other states.  (Attachment 7)

Chris Stanyer, Chief Mission Officer, Goodwill Industries of Kansas testified in support of this bill.  He said Goodwill is a second chance employer and provides supported reentry services to justice involved individuals through program specific like skills and employment training.  Our participants are given a pathway to earn an industry recognized credential toward high demand occupations, and if needed, earn their Kansas High School Diploma. Having in their possession their IDs will enhance the effectiveness of their transition back to society (Attachment 8)

Proponents stood for questions and further discussion.
