Adam Siebers, Staff Revisor gave an explanation of the bill. (Attachment1) There were no questions.

Senator Brad Starnes gave testimony in support of the bill. (Attachment 2) He stated this bill creates a new legal definition for roundabouts, describing them as intersections with a circular roadway, channelized approaches, and yield control for entering traffic. The bill amends existing statute K.S.A. 8-1548 to strengthen turn signal requirements. The bill extends turn signal requirements specifically to roundabouts, mandating that drivers must signal when moving right or left within a roundabout or when exiting from any position within a roundabout.
