Senator Alley moved, Senator Kloos seconded, to withdraw his previous proviso that deleted $1 million SGF from the Level Up Kansas program as that funding brings in matching federal funds. The motion carried.

Senator Alley moved, Senator Fagg seconded, to restore funding previously deleted that reduced the long-term care rate from $20 to $15. The motion carried.
Senator Peck distributed a proviso concerning Board of Indigent's Defense Services expert witnesses and discussed the proposed changes. (Attachment 6)
Senator Peck moved, Senator Fagg seconded, adoption of the proviso. The motion carried.
Senator Owens moved, Senator Kloos seconded, that all adopted committee amendments be included, recommend a Substitute for SB 315, that staff be authorized to make any technical amendments, and that Substitute for SB 315 be passed. The motion carried by a roll call vote.
