Chairperson Billinger continued final action on SB 315.

A member expressed concern regarding policy issues being dealt with in the budget bill and not in a policy committee.

Senator Erickson distributed a proviso and discussed the proposed language that clarified her previous amendment concerning the Department of Commerce STAR bonds.  (Attachment 1)

Senator Erickson moved, Senator Fagg seconded, adoption of the proviso. Discussion ensued.

Senator Klemp made a substitute motion, Senator Kloos seconded, to return this issue back to the Committee on Commerce for further discussion. The motion carried.

Senator Erickson moved, Senator Klemp seconded, that every policy proviso that has not gone through the committee process be sent back to the committees for full vetting. Discussion ensued.

Senator Owens made a substitute motion, Senator Kloos seconded, to table the previous motion until the members can see the proviso in written form for consideration at the next meeting. The motion carried.

Senator Alley moved that, going forward, if a proviso is presented, there must be a financial statement of what it is going to cost to implement. The motion failed due to lack of a second.

Senator Owens distributed a document displaying the amount that he proposed to have Human Services increases previously approved reduced by.  (Attachment 2)

Senator Owens moved, Senator Peck seconded, adoption of the adjustments. The motion carried.

Senator Owens moved, Senator Kloos seconded, to reverse a prior motion that increased the cap for the clubhouse model program from $8 million to $16 million and to fund using the 25% from Lottery revenue that is not used for the Attracting Professional Sports to Kansas Fund. Discussion ensued.

Senator Owens withdrew his motion, Senator Kloos withdrew his second.

Senator Peck moved, Senator Fagg seconded, to delete $100,000 in FY 2026 from the State Water Plan Fund (SWPF) for stream trash removal. The motion carried.

Senator Peck moved, Senator Fagg seconded, to delete $225,000 in FY 2027 from the SWPF for a water system regionalization feasibility study. The motion carried.

Senator Peck moved, Senator Erickson seconded, to delete the $10 million addition in FY 2027 for contract labor at Larned State Hospital. The motion failed.

Senator Alley distributed a proviso concerning the Level Up Kansas program and discussed the proposed change.  (Attachment 3)

Senator Alley moved, Senator Fagg seconded, adoption of the proviso. The motion carried.

Senator Kloos distributed a proviso concerning the Budget Stabilization Fund and discussed the proposed changes.  (Attachment 4)

Senator Kloos moved, Senator Owens seconded, adoption of the proviso. The motion carried.

Senator Kloos moved, Senator Owens seconded, to delete $6.1 million in FY 2027 for bond obligation for the grocery store STAR bonds. The motion carried.
