Chairman Bergquist opened the hearing on HB2571.

Revisor Jason Long, Revisor of Statutes (Attachment 4) gave an overview of the bill.  He explained that a new subsection to the bill would require municipalities to enter into a cost-sharing agreement regarding a highway,, road or street that is abutted on opposite side by two different municipalities.

Jim Benage, Mayor, City of Bel Aire (Attachment 5) testified as a proponent to the bill.  He explained that this bill is about fairness and how we conduct business between governing bodies.

Mark Detter, City of Emporia (Attachment 6) testified as a proponent to the bill.  He explained that this bill creates the opportunity for the legislature to discuss further taxpayer equity in the three road systems in Kansas, County Township Highway system.
