Proponent:

Undersheriff Chip Root, Cherokee County Sheriff's Office, testified that this bill closes an unintended loophole. The existing statute requires the offender to be an employee of the school such as a teacher. It does not cover instances where a volunteer, or other contract person could be held responsible for offenses against a student, even though their primary duties are working day to day in a school with access to children, including School Resource Officers (SROs), or even school nurses.   (Attachment 10)
