Dahnika Short, Revisor of Statutes, provided an overview of HB2763 (Attachment 19).

William Wilk on behalf of the Kansas Chamber, provided testimony in support of HB2763 (Attachment 20). Kansas is experiencing a shortage of athletic trainers, especially in rural areas. The compact is a necessary step to increase access to athletic trainers, without sacrificing safety concerns and fast track the licensing process for military spouses moving into our state. Amendments are being drafted for the bill.

Brian Conway, President, Board of Certification of Athletic Trainers, provided testimony in support of HB2763 (Attachment 21). The Athletic Trainer Compact was finalized in fall 2025 and has already generated significant interest. Ten states are considering legislation to enact the compact. The compact becomes effective upon enactment by seven states. States that adopt early will have a direct role in establishing rules, bylaws and governance structure of the compact commission.
