Representative Bergquist opened the hearing on HB2698.

Jason Long Revisor of Statutes(Attachment 4) gave an overview of the bill.  He explained that the bill would authorize the seizure of animals for violation of county animal control resolutions.

Jim Howell, Sedgwick County Board of County Commissioners (Attachment 5) testified via WebEx as a proponent to the bill.  He explained that the bill would eliminate uncertainty regarding counties' ability to enforce resolutions that allow for permanent seizure of animals that are deemed dangerous or a nuisance to the public or are subject to cruelty, abuse or neglect.

George Theoharis, private citizen (Attachment 6) testified as a proponent to the bill.  He stated that issues involving dangerous dogs should be addressed at the county level.

Keith Pember, private citizen (Attachment 7) testified as a proponent to the bill.  He explained that his dog was mauled and had to be euthanized due to an attack by his neighbor's dogs.
