Chairperson Rahjes called for discussion on HB2114 and asked Revisor Kyle Hamilton, Office of Revisor of Statutes, to review the bill which was heard on February 14, 2025.  The Revisor answered questions from Committee members.

Revisor Hamilton presented an amendment to HB2114. (Attachment 5)

Chairperson Rahjes asked individuals from the audience to address the amendment and offer updates on the bill.

Earl Lewis, Chief Engineer, Division of Water Resources, Kansas Department of Agriculture provided a summary of the amendment. (Attachment 6)  He reviewed the summary and answered questions from Committee members. 

Others who provided updated information and engaged in answering questions were:

• Sarah Diamond, Executive Director, State Association of Kansas Watersheds
• Travis Lowe, representing the Society of Professional Engineers

Chairperson Rahjes thanked those who participated in today's discussion and indicated the bill might be worked at a later date.

Chairperson Rahjes thanked Representative Roth and Representative Blex for the dried jerky and jalapeno snacks they provided.

The next meeting of the House Agriculture and Natural Resources Committee is scheduled for Thursday, February 12, 2026.
