Oral proponent testimony was provided by Trooper Nicholas Wright  on behalf of the Kansas Highway Patrol (KHP) stating that the lack of uniformity between Kansas law and federal regulations imposes a burden on operators and motor carriers.By revising the definition of a Carrier Motor Vehicle (CMV) to align with federal regulations, KHP believes the bill will provide uniform enforcement by ensuring that CMV operators are properly qualified and licensed.(Attachment 11)

Zach Denney provided proponent testimony to the committee that the purpose of this bill would be to align Kansas Law with federal commercial driver's license (CDL) regulations and with the statutes of neighboring states, Missouri and Nebraska. (Attachment 12)  

Written only proponent testimony was  submitted by Mike Hoeme, Director of Transportation, Kansas Corporation Commission. (Attachment 13)
