The Chair opened the hearing on HB2583.

Chris Waggoner, Assistant Revisor, Office of Revisor of Statutes, gave the committee an overview of the bill. (Attachment 1)

Travis Grauerholz, gave neutral testimony to this bill  on behalf of the Kansas Motor Carriers Association that while the intent behind the bill would focus on safety and accountability, the  provisions in the bill  would align with existing federal safety regulations. By aligning with the federal law and its standards, the bill would maintain clarity, consistency and safety standards  for commercial  drivers and carriers operating across state lines. (Attachment 2)        

Technical Trooper Nicholas Wright spoke on behalf of the Kansas Highway Patrol to provide neutral testimony of the bill that would require drivers operating commercial motor vehicles to demonstrate enough proficiency in English that it would be sufficient to converse with the general public, to respond to official inquiries in English, to understand highway traffic signs and signals in English, and to make entries on reports and records.   (Attachment 3)
