The Chair opened the hearing on HB2584. 

Chris Waggoner gave the committee an overview of the bill. (Attachment 7)

Representative Carl Turner gave proponent testimony to the committee in that the bill would allow an alternate address to appear on driver's licenses in Kansas for the purpose of protecting personal information.  The issue, he explained, is the need to avoid needless disclosure of personal information that could compromise one's personal safety and the safety of home and property.  (Attachment 8)

C. Reiber, gave virtual proponent testimony proposing that on a voluntary basis, post office box addresses be authorized on drivers' license in lieu of residential addresses.  (Attachment 9)

Ed Klumpp gave neutral testimony that the bill as it is would cause additional steps on the law enforcement officer's part unless there is a the possibility of capturing both the primary residence address and mailing address. Another issue to the bill is the impact that possibly it could have to technology on electronic ticketing software.      (Attachment 10)

Kent Selk, Driver Services Manager, Kansas Division of Vehicles, gave written neutral testimony and he answered questions from the committee. (Attachment 11)
