Chairperson Smith opened the hearing for HB2077.

Adam Siebers provided an overview for HB2077 that would provide for a sales tax exemption of all sales, tangible personal property or services purchased by on behalf of a non-for-profit organization that is an animal shelter licensed under the Kansas Pet Animal Act and is exempt from federal income taxation. (Attachment 10)

Mr. Siebers stood for questions from Committee members.

Kathleen Smith provided an overview of the fiscal note for HB2077 stating the bill is a carryover from 2025.  In 2025, the Department estimated that HB2077 would decrease state revenues by approximately $700,000 in FY2026.  Of the $700,000, the State General Fund would be decreased by $600,000 and the State Highway Fund $100,000.
