Dahnika Short, Revisor of Statutes, provided an overview of HB2562.

Jennifer Caswell, Legislative Chair, American Physical Therapy Association-Kansas Chapter, provided testimony in support of HB2562 (Attachment 1). The bill represents a practical, patient centered reform that will improve access care for Kansas without expanding the scope of physical therapy practice beyond core competencies. A description of what physical therapists access every day was reviewed. Providing disability parking certification falls in line with what PTs evaluate people for. The bill does not expand the scope of practice. The bill simply allows PTs to formally certify what they are already trained and licensed to evaluate. The bill address the gap by allowing PTs to complete placard certifications for patients actively being treated, eliminating redundant appointments and reducing barriers to essential accommodations. According to the American Physical Therapy Association, 18 states have already enacted laws authorizing PTs to certify disability parking placards and license plates.

Chris Deck, Reimbursement Chair, American Physical Therapy Association-Kansas Chapter, provided testimony in support of HB2562 (Attachment 2). Mr. Deck provided analysis on the breakdown of the populations requiring handicap placards. This bill will reduce burdens on Kansans in rural areas.
