Chairperson Billinger called for final action on SB 315 and asked for adjustments to the following agency budgets:

Attorney General:

Senator Alley distributed a proviso concerning hearing protection for law enforcement and discussed the proposed changes.  (Attachment 1)

Senator Alley moved, Senator Petersen seconded, adoption of the proviso. The motion failed.

Senator Erickson distributed a proviso concerning the inspector general and discussed the proposed changes.  (Attachment 2)

Senator Erickson moved, Senator Fagg seconded, adoption of the proviso. The motion carried.

Senator Peck addressed several items in the Attorney General's Budget Committee Report.  (Attachment 3)

Senator Peck moved, Senator Owens seconded, to, on item four on page four, delete three FTE and $100,000. The motion carried.

Senator Peck moved, Senator Owens seconded, to, on item five on page four, delete one FTE and $26,000. The motion carried.

Senator Peck moved, Senator Owens seconded, to, on item six on page four, delete 1.5 FTE and $35,000. The motion carried.

Senator Peck moved, Senator Owens seconded, to, on item seven on page four, delete 1.5 FTE and $48,000. The motion carried.

Office of the Governor

Senator Pettey moved, Senator Holscher seconded, to add $102,000 for the Director of the Office of Early Childhood. The motion carried.

State Treasurer

Senator Kloos distributed a proviso concerning the State Treasurer and discussed the proposed changes.  (Attachment 4)

Senator Kloos moved, Senator Fagg seconded, adoption of the proviso. The motion carried.

Legislative Coordinating Council: No changes.

Legislature: No changes.

Legislative Research Department: No changes.

Legislative Division of Post Audit: No changes.

Revisor of Statutes: No changes.

Kansas Corporation Commission

Senator Peck moved, Senator Owens seconded, to delete $32,000 in FY 2026 and $52,000 in FY 2027 for retention bonuses. The motion failed.

Citizens' Utility Ratepayer Board: No changes.

Department of Administration:

Senator Peck distributed a proviso concerning rent for media office spaces and discussed the proposed changes.  (Attachment 5)

Senator Peck moved, Senator Erickson seconded, adoption of the proviso. The motion carried. 

Senator Alley distributed a proviso concerning state agency parking lots and discussed the proposed changes.  (Attachment 6)

Senator Alley moved, Senator Fagg seconded, adoption of the proviso. The motion carried.

Senator Erickson distributed a proviso concerning non-governmental organizations and discussed the proposed changes.  (Attachment 7)

Senator Peck moved, Senator Owens seconded, to strike "on a monthly basis" from his previous proviso concerning rent for media office spaces. The motion carried.

Senator Peck moved to delete $200,000 added for expungement clinics and $100,000 added for drivers license clinics in FY 2027. The motion failed due to lack of a second.

Board of Indigents' Defense Services:

Senator Owens distribute a proviso concerning expert witnesses and discussed the proposed changes.  (Attachment 10)

Senator Owens moved, Senator Kloos seconded, adoption of the proviso. The motion carried.

Kansas Public Employees Retirement System: No changes.

Kansas Lottery: No changes.

Kansas Racing and Gaming Commission: No changes.

Department of Revenue

Senator Owens moved, Senator Klemp seconded, to delete $5 million SGF and language that was added for the University of Kansas Medical Center to pay the cost of employee parking. The motion carried.

Senator Kloos distributed a proviso concerning the Modernization Surcharge and discussed the proposed changes.  (Attachment 11)

Senator Kloos moved, Senator Petersen seconded, adoption of the proviso. The motion carried.

Senator Klemp moved, Senator Kloos seconded, to add a fee of $10 for each car tag issued and to delete the $11 fee for specialty tags. The motion carried.

Board of Tax Appeals: No changes.

Department of Education:

Senator Owens moved, Senator Klemp seconded, to add $5 million for special education in FY 2027. The motion carried.

Kansas State Historical Society:

Chairperson Billinger distributed a proviso concerning the emergency supplemental historic preservation fund and discussed the proposed changes.  (Attachment 13)

Senator Kloos moved, Senator Pettey seconded, to change the $2 million that was added for critical facility mapping from SGF to 911 funds. The motion carried.

Kansas Highway Patrol

Senator Owens distributed a proviso concerning the career progression plan and discussed the proposed changes.  (Attachment 17)

Senator Owens distributed a proviso concerning the Troop C Headquarters and training equipment and discussed the proposed changes.  (Attachment 18)

Department of Wildlife and Parks

Senator Fagg distributed a proviso concerning the parks fee fund and discussed the proposed changes.  (Attachment 21)

Senator Fagg moved, Senator Alley seconded, adoption of the proviso with language added to include a report date. The motion carried.

Department of Transportation:

Senator Petersen moved, Senator Klemp seconded, to add the highway consensus revenue team adjustments in the amount of $723,072 for FY 2026 and $734,481 for FY 2027 relating to the Special City and County Highway Fund. The motion carried.
