Chairperson Billinger opened the hearing on SB 315.

Dylan Dear, Kansas Legislative Research Department, discussed the state budget overview and the State General Fund profile.  (Attachment 4)

Staff distributed a document displaying the Senate Ways and Means position compared to the Governor's Recommendation for FY 2026 and FY 2027.  (Attachment 5)

Mr. Dear continued by discussing the current Senate Ways and Means position compared to the Special Committee on State Budget recommendations for FY 2026 through FY 2028 and responded to questions from Committee members.  (Attachment 6)

Senator Alley moved, Senator Owens seconded, to, in FY 2027, restore $500,000 Economic Development Initiatives Fund (EDIF) to the Arts Commission and remove $500,000 EDIF for public broadcasting designated for Smokey Hill. The motion carried.

Chairperson Billinger opened discussion on the fee funded agencies and asked for any adjustments. There were no further adjustments to these agencies.

Chairperson Billinger closed the hearing on SB 315.

Chairperson Billinger adjourned the meeting at 11:37 am. The next meeting will be February 10, 2026.
