Proponents:

Representative Laura Williams, 30th District, testified that this bill makes two key changes to current law. First, it limits the use of summonses instead of warrants in misdemeanor cases. Second, the bill specifies that any bond set on a warrant issued after a defendant fails to appear in response to a summons cannot allow for release on the defendant's own recognizance.  (Attachment 9)

Shane Rolf, Executive Vice President, Kansas Bail Agents Association, clarified the difference between a warrant and a summons. This bill places limits on the types of criminal charges that would be eligible for a summons, rather than a warrant when charges are initially filed.  (Attachment 10)
