Chairperson Bowers opened final action on SB396.  Jason Long, staff revisor, reviewed the bill.  Mr. Long distributed and explained a balloon amendment.  (Attachment 1)

Senator Claeys moved, Senator Ryckman seconded, to adopt the balloon amendment.  Motion carried.

Senator Bowser moved, Senator Clifford seconded, to recommend SB396 as amended, favorably for passage.  Motion carried.
