Proponents:

Morgan Moore, Private Citizen, Caleb Moore's mom, shared the experience of their family in Caleb's personal experience with sextortion and death in 2025. She called for passage of this bill in order to protect children in Kansas.  (Attachment 2)

South Carolina Representative Brandon Guffey, testifying as a Private Citizen, shared the personal experience of his family as they dealt with their son, Gavin's, experience and death due to sextortion in 2022. He pointed out that their family was unaware of sextortion prior to this time, but now there are three types of sextortion. Representative Guffey shared that the South Carolina legislature passed "Gavin's law" unanimously, which requires that each high school in South Carolina teach about sextortion. He urged Kansas legislators to pass HB2537.  (Attachment 3)

Brad Boettler, for Evan's Voice, shared the story of his son, Evan, who was a victim of sextortion in 2024. Despite good family discussions, they were unaware of sextortion and that their son was being targeted. He testified that in 2024 the FBI identified sextortion as the fastest-growing crime targeting teens. He called for strong support of this bill.  (Attachment 4)
