Chairperson Bowers opened the hearing on SB396. Jason Long, staff revisor, presented a briefing on the bill. Mr. Long addressed questions from the Committee. (Attachment 1)
David Loos testified in support of SB396, indicating he serves as a board member of the Clearwater Cemetery District. Mr. Loos indicated SB396 would allow Ohio Township to exit from the district while ensuring that the Clearwater Cemetery District and the families it serves remain protected. Mr. Loos addressed questions from the Committee. (Attachment 2)
Burt Ussery testified in support of SB396. Mr. Ussery stated the City of Clearwater has worked with David Loos to find a resolution for Ohio Township, which he agrees pays a disproportionate amount of property tax compared to the benefits they receive. Mr. Ussery noted the cemetery that sits in the Ohio Township is titled to the City of Clearwater. Mr. Ussery indicated that with the proposed reorganization, the cemetery would remain with the Clearwater Cemetery District and could handle the maintenance. Mr. Ussery addressed questions from the Committee. (Attachment 3)
