Treasurer Stephen Johnson spoke as a proponent of the bill. (Attachment 2) He explained that allowing investment into foreign government bonds, with strict safeguards, would enable the State to improve diversification and potential returns through modernizing investment options.
Alan Conroy of KPERS testified as neutral toward the bill. (Attachment 3) He stated that as the unclaimed property fund is separate from KPERS, it has no impact on the funding status of its pension system. The addition of investment in foreign government bonds would not require additional staff, contracts or expenditures.
