Chairman Petersen opened the Hearing on SB325.

Adam Siebers, Staff Revisor gave an explainer on the bill. He answered questions from committee members (Attachment 5)

Ed Klumpp (Attachment 6) gave testimony in support of SB325. He is asking to amend the statute KSA 8-147 to clearly require the state name to be legible. It is important to be able to discern the state of issue of the license plate prior to making a stop of the vehicle.

Lt. Alex Taylor, Kansas Highway Patrol (Attachment 10)

Emily Brandt testified in opposition of SB325. (Attachment 11) In her opponent testimony she states that the verbiage "reasonably safe distance" creates ambiguity and legislating license plate frames will subject constituents  to unnecessary stops. 

There was no neutral testimony.

Chairman Petersen closed the Hearing on SB325 and adjourned the meeting at 9:05 a.m. The next scheduled meeting is January 29, 2026 at 8:30 a.m.
