Proponents:

Representative Kyle McNorton, 50th District, testified that recently retired officials could be better served if their personal information is not published on Kansas Public Employees Retirement System (KPERS) public websites. (Attachment 2)

Ed Klumpp, representing Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association testified that KPERS retirees could be better protected if their personal information is not published on public websites. Not publishing personal information could serve as a deterrent for devious actions against these employees/retirees and their families.  (Attachment 3)

Neutral conferee Luis Solorio, Assistant General Counsel, Office of the State Bank Commissioner (OSBC), shared that the OSBC regulates money transmitters operating in Kansas, which would include KPERS.  The new Kansas Money Transmission Act does not require an exception to be listed in the Kansas Open Records Act. The OSBC respectfully requests that K.S.A. 45-221(a)(54) be stricken in its entirety and the subsequent subsections be recorded.  (Attachment 4)
