Opponent Emily Brandt, Kansas State Board of Indigents' Defense Services (BIDS) Legislative Committee, testified that all HB2401 does is undo the clarity that the State vs Robert Smith opinion provided for courts to fairly and evenly apply in criminal convictions. (Attachment 23)
