Gordon Self, Revisor of Statutes, briefed SB77  that was written by Natalie Scott.(Attachment 1)  He stood for questions.

Clayton Barker, Kansas Deputy Secretary of State, General Counsel, presented proponent testimony(Attachment 2). He stated that the bill was virtually identical to a bill passed by the House in 2024 120-0.The Senate added two one-word amendments and passed the bill 40-0. The conference committee, the bill was repurposed with other contents. Mr. Barker explained the contents and the background of the bill and stood for questions.

There being no other conferees, Chairperson Penn closed the hearing on SB77.
