Chris Waggoner, Assistant Revisor, provided the committee with a briefing of the bill.(Attachment 1)
Representative Francis had an amendment and requested that it be divided into four parts. (Attachment 2)
Revisor Waggoner reviewed each of the four parts. Part 1 is the age of the child. Part 2 is the location. Part 3 is a warning citation. Part 4 is regarding a fine.
Representative Francis motioned, seconded by Representative Neelly, to adopt amendment part 1 regarding the age of a child six years or younger. Motion carried.
Representative Francis motioned, seconded by Representative Neelly, to adopt amendment part 2 regarding the location of the vehicle. Motion carried.
Representative Francis motioned, seconded by Representative Neelly, to adopt amendment part 3 regarding a warning citation issued to anyone violating the provision of the subsection. Motion carried.
Representative Francis motioned, seconded by Representative Neelly, to adopt amendment part 4 regarding the fine amount. Motion failed.
Representative Hoheisel motioned, seconded by Representative Ballard, to amend HB2680, with the conceptual amendment for escalating fines. Motion carried.
Representative Neelly motioned, seconded by Representative Essex, to pass HB2680, as amended, favorably for passage. Motion carried.
Representative Proctor requested that his no vote be recorded.
