Chairperson Delperdang opened the hearing on HB2590.
Nick Myers provided an overview of the bill. (Attachment9) Mr. Myers responded to questions from the committee members.
Chair recognized the only proponent as follows:
Leo Haynos, Kansas Corporation Commission (Attachment10) who testified in support of the bill. Mr. Haynos explained the bill proposes to amend the maximum penalties that the commission can assess for violations of Kansas pipeline safety regulations. He added the bill is recommended in order to align Kansas maximum penalties with the maximum penalties found in federal pipeline safety law and would align with the federal maximum penalty amounts is required if Kansas wishes to maintain enforcement authority over intrastate natural gas pipeline safety.
The conferee responded to questions from committee members.
