Short Title
Enacting the revised uniform law on notarial acts.

Jason Thompson gave a brief of HB2713 explaining that the Committee already had a hearing on this bill on March 11. He continued to say that he had given the Committee copies of Executive Order 20-20 and a balloon amendment that addresses problems identified in the previous hearing, as well as covering situations created by EO 20-20. The fiscal note presented to the House Committee was provided for the Committee. (Attachment 32)
Sean Miller presented testimony in support of HB2713 explaining the need for updating the State's present notarial law. The biggest need is a provision for remote online notarization, including an affirmation of the validity of remote notarizations performed under the authority of EO 20-20 during the recent COVID-19 emergency. (Attachment 33)
Clay Barker presented testimony in support of HB2713 explaining that the Secretary of State supports this because it helps Kansans get their work done. It modernizes current statutes and provides additional resources for notaries to serve the citizens of Kansas. He also suggested amendments related to the corporate code, primarily regarding implementation dates, that will assist the Secretary of State's Office. (Attachment 34)
Joseph Molina presented testimony in support of HB2713 explaining that his organization was active in the creation of this bill as well as one that Clay Barker referenced. They have no problem with changes that have been suggested. (Attachment 35)
