Jason Thompson gave a brief of HB2447 explaining the changes to how two-way electronic audio-visual communications will be used in courts.(Attachment 22)

The fiscal note presented to the House Committee was provided for the Committee. (Attachment 23).

Chairperson Wilborn noted that this bill passed the house 83-39.

Judge Karen Arnold-Burger spoke in support of HB2447, explaining the purpose of the bill and the need for it. She added that this system has been tested during through the past two months during sequestering for the COVID-19 outbreak, and issues that concerned them have not been a problem. There has been an unexpected bonus! There have been fewer failures to appear when people can teleconference. (Attachment 24)

Katherine Stocks spoke in support of HB2447 explaining that this is not a mandate for videoconferencing, but it will allow it when appropriate. We have seen this work over the last 8 weeks, providing a method for handling up to half the hearings that would have been heard before the pandemic, and it can continue to work for us if we pass this bill.  (Attachment 25)

Amanda Stanley spoke in support of HB2447 explaining that it will decrease the necessity of tying up officers with the transport of prisoners, or, as in the case of the COVID-19 outbreak, a way to increase the safety of court staff, the public and defendants. Since many cities still use audio-visual communications under their home-rule powers , she asked that the bill be amended to remove any confusion about their validity. The language of her amendment is the last sentence of her testimony.  (Attachment 26).
