Chairperson McGinn continued final action on SB 375.
Chairperson McGinn distributed a document that is an example of a matrix used during T-WORKS that was provided to clarify the balloon amendment that was passed over yesterday. (Attachment 6)
Chairperson McGinn distributed an updated balloon amendment. (Attachment 7)
Senator Hensley moved, Senator Braun seconded, adoption of the third balloon on page 1. Motion carried.
Secretary Julie Lorenz, Kansas Department of Transportation, responded to questions from Committee members.
Senator Hawk moved, Senator Billinger seconded, adoption of the first balloon on page 4. Motion carried.
Senator Billinger moved, Senator Pettey seconded, adoption of the second balloon on page 4. Motion carried.
Senator Braun moved, Senator Hawk seconded, adoption of the three balloons on page 6. Motion carried.
Chairperson McGinn distributed a document to address the transparency issue as inserted in the balloon on page 9. (Attachment 8)
Senator Hensley moved, Senator Braun seconded, adoption of the balloon on page 9. Motion carried.
Chairperson McGinn distributed an amendment that would insert a new section to provide for a driver's education scholarship grant program to help those who don't have the money to take a driver's education course. (Attachment 9)
Senator Suellentrop proposed including a three year sunset on this amendment so the program can be reviewed. Chairperson McGinn agreed and asked that the Kansas Department of Transportation also provide a report back to the Senate and House budget and transportation committees.
Chairperson McGinn moved, Senator Hensley seconded, adoption of the proposed amendment including the recommended changes. Motion carried.
Chairperson McGinn continued final action on SB 375.
Chairperson McGinn adjourned the meeting at 12:00 pm. The next meeting will be March 11, 2020.
