Chairperson Huebert opened the hearing on SB354.
Revisor Jason Long gave a briefing of the bill. (Attachment 1)
Crystal Puderbaugh spoke as a proponent and representative of the Kansas Board of Regents. She explained which institutions would fall under this authority. The legislation consists of a number of amendments to the Private and Out-Of-State Post-secondary Educational Institution Act. Puderbaugh stated these amendments would clarify the Board of Regents' authority to regulate small educational institutions operating in Kansas, would strengthen protections for students, and increase the institutional accountability. (Attachment 2)

Chairperson Huebert asked for final action on SB277 (Clarifying the authority of healing arts school clients to provide services.)
Representative Thomas moved, Representative Yeager seconded, to recommend SB277 favorably for passage. Motion carried.
Chairperson Huebert asked for final action on SB354. (Regulation of private and out of state institutions.) There was a brief discussion about consent calendar and civil fines that are in the bill.
Representative Samsel moved, Representative Karleskint seconded, to recommend SB354 favorably for passage to be put on the Consent Calendar. Motion carried.
