Chairman Masterson opened the hearing on SB395.
Staff explained the bill. (Attachment 1)
Eugene Holubnyak, Kansas Geological Survey spoke as neutral testimony. (Attachment 2) He stated that his testimony was an informational presentation. He said that their statutory mission is to study and report on the state's natural resources. We do not have any regulatory responsibility and we do not take a position on policy. He said he is here to provide scientifically sound information and opinions that can inform your policy decisions. He then turned his attention to the attached maps and graphs. (Attachment 3) He concluded by saying that Kansas statute does not currently allow CO2 pipelines to be built expeditiously like it does for oil, natural gas and water. Approving SB395 would help our local economy benefit from this opportunity for a large-scale project that could bolster multiple industries,help development of rural communities, and generate revenues for local school districts in affected counties.
Mr. Holubnyak answered questions from the committee. All questions were answered except one from Senator Lynn. The Chairman asked the Revisor to get the answer.
